Its not that uncommon, in todays market, for brokers to have to order an additional appraisal and/or walk the appraiser through differences in quality between the comparable homes.
Another problem we see is the approved lists that Lenders maintain. Available appraisers can come from all areas of the region with little knowledge of the region the subject home exists.
